The government has reduced the number of medical products for which access to public procurement is restricted if at least two Russian or EAEU companies have applied to participate in the auction. The Russian Federation's Chairman of the Government, Mikhail Mishustin, has signed a decree outlining the eligibility criteria for such priority.
"Such an approach will help domestic manufacturers, generate additional guaranteed demand for their products, which should have a positive impact on the medium and long term development of their projects," Mikhail Mishustin said at a government meeting on March 30.
For the purposes of public procurement, a three-tiered mechanism for electronic admission will be implemented. Russian equipment based on Russian processors will be given top priority. It will be classified as a "first level" product and will have a corresponding mark in the Ministry of Industry and Trade's register. If Russian equipment contains foreign-made components, it is a "second-level" product that can be purchased only if no "first-level" products are available. Equipment manufactured in another country is classified as "third-level." Offers for such supplies will be treated as last.
